In order to know the required urban equipments, roads, public transport and urban services infrastructure, a study was performed for the quantification and arrangement of services, in stages of up to 15 years, in the Metropolitan Area of Guadalajara and the Northern area of the Valley of Mexico.  Through such investigation, the future requirements for the municipalities of Zapopan, Tlajomulco de Zuñiga, Ixtlahuacán de los Membrillos, El Salto, Juanacatlán, Tonalá y Tlaquepaque, in the metropolitan area of Guadalajara were identified, as well as the requirements for the municipalities of Zumpango, Huehuetoca and Tecámac, in the north of the metropolitan area of the Valley of Mexico.

The developable land was used as a basis, as well as the densities established in the Urban Development Program of every Municipality, and the limitations set by the risk atlas, the ecological regulations, the environmental impact and the binding legal instruments. Likewise, the General Law for Human Settlements, the regulatory equipment system of the Social Development Ministry (SEDESOL) and the guidelines in Art. 73 of Mexico’s Housing Law were taken into account.
